Overview:
This project is to develop a PayPal API system that is based on link click counts stored in a MySQL Database. Link owners will be able to fund an account through PayPal that is depleted as their links are clicked. There will be a fixed per click cost. If they have no credit available in their account, the link will disappear. The website (www.moolah[remove this]list.com)and its database structure is already in existence and functioning well.

Goals:
1. One click costs a certain amount, and must be changeable via different plans (Premium versus Standard for example)
2. Accounts will be funded via PayPal
3. Accounts that cannot be funded, will remain at a 0 balance (for example, if a credit card payment fails, the corresponding website account will be aware that no money was funded, and will not publish the paid link)
4. The process must be immediate (There should be no human approval process in between payment and publication of links)
5. If an account has $0.20 remaining, and the click cost is $.30 (For example) the link will be removed until more funds are added to the account.
6. The account to make payments will be viewable from the site with current balance details etc. Full user management feature is already in place to incorporate this system.
7. The minimum amount funded will be a $10 deposit
8. If possible (and not too difficult to arrange), eChecks must be cleared before links will be published.

I am interested in a bid for the above features only. Don't worry about design, CSS, error message wording, etc -I will take care of these things. Just make sure to comment whatever scripts you create.

I am looking for an affordable bid with the interest of developing a long term relation with the winning freelancer in which I will be able to contact him or her regularly with small and quick projects.
