I need someone who can do very nice websites and do it fast and on time. If you can't do it fast I won't pay you.

and then template pages for me to make about, contact, and articles pages.

I am paying $300 which is a lot of money for a top quality page. Must work on all browsers. IE, firefox, chrome.

Must be SEO friendly and structured so that search engines can read the site.
Must use CSS
Must using headings for search engine to rank higher.
